Huelva 'jumps' to Portugal to add up researchers

It is called Research Network of Europa's southwest (RISE), and is a daughter of the University of Huelva. The importance of this project takes root in that it will allow the creation of a system that includes the cross-border territory trained by Huelva, Seville and Cadiz and the different Portuguese districts of the Algarve and baixo Alentejo. And the aim, to stimulate joint activities, as well as the transference of knowledge between the reginons implied to stimulate the economic and social competitiveness between them, with the creation of employment as one of the most basic priorities.

With the UHU take part in this project the University of the Algarve, Beja's Technical Institute, the Marine Science Insitute of Anlaculia-CSIC Cádiz and the Institute of Natural Resources of Agrobiology CSIC Seville. The RISE has been a pass in the frame of the first summons for the project presentation of the cross-border program of cooperation Spain - Portugal 2007/2013.

To create this network several actions have been contemplated between those who emphasize the accomplishment of meetings between the diverse groups of research to establish criteria of cooperation as for I+D+I. Likewise, public will favor the transparency of knowledge between the sectors and privato and the diferent social agents.

In the same way there will be executed diverse innovative projects of I+D+I. In this respect the cooperation will centre on these first moments on four concrete areas: environment, food-processing sector, health and heritage. All these projects are complemented with the training and the exchange of human resources and the creation of a new scientific instrumentation.

Jesus Damian de la Rosa is the director of Research of the UHU. He comments that the network will include also a good number of projects that and were shared on both sides of the border, more concretely from 2002. And he insists on the argument of which " it was a moral obligation to start the Project RISE in a moment in which the borders have disappeared and which the communications in all the areas in this zone are extraordinary". Today the network includes eleven groups of research. Both big activities are the network by oneself and a projection second is it of transmitting the conclusions and the knowledge generated by this work of the groups and his transmission to the system of production.

All the groups have a term of two years to develop his projects with his correspondent financing, I sit "all of them very ambitious", in words of De la Rosa. Thus, the director of Research of the UHU mentioned of some of them as a study on the consumption of narcotics in the youth, "that recovers a previous work that was done in the same sense and that includes three zones: Huelva, The Algarve and baixo Alentejo". Other projects are directed towards the hidroponía or optimization of chemical resources, the chemical bases of the photopesticides, the optimization of the resources of the water, to penetrate into the Roman vestiges of all this southwestern peninsular area or the study of viability of a high-speed train that a Huelva and the Algarve.

Though every group will realize his research process of an autonomous way, " we want RISE to be slightly dynamic for what we will try that the meetings between the different groups are frequent and periodic ".

De la Rosa added that the philosophy that stamps the setting in motion of this network of research fits perfectly with the philosophy of the European Space of Higher education, more known as the Plan Bologna, as for the involution of the investigative facet and the mobility of educational researchers.
